Steps to recreate.

New > Handler.  Give name.  Next.
Templates page:  Rich UI Handler is selected.  Finish is not available.  Next. 
New EGL Rich UI Handler page:  Back.
Templates page:  Finish is now available.  Finish.
The EGL Editor opens with the code for a basic handler even though Rich UI Handler was selected.
