The latest version of jsp-impl-2.1 had its CQ approved: [CQ 5417] jsp-impl Version: 2.1.3-b10.
It fixes a number of bugs identified by jetty users.
The latest 7.x jetty code assumes that it is working against that version and won't work with the older one.

The updated jsp-impl is in the latest orbit I build.
