Markus Keller
I've added a section titled "Communication" that lists forums and mailing lists (if any are specified). I put forums first to encourage users to prefer forums over mailing lists. I've also added some text under the mailing lists to further encourage users to look to the forums. Does that work? Created attachment 204040 [details]

Not too bad. I would replace "intended" with "reserved" and change the intro to "Project developers use the following mailing lists:".
The icing on the cake would be a formatting adjustment such that the intro text is closer to the list item (and/or the second intro text has a bigger top margin).

Note that -dev and -pmc lists are intended for project-related communications among project developers.
