lack of item in the menu of run as

Reproducible: Always

Steps to Reproduce:
1. new a rui project
2. new a rui handler
3. right click the handler to run as
there should be run as Rich UI application item

This comes from the RUI Debug plug-in, which is not in Eclipse CVS. We cannot add it to EDT until we get approval from our lawyers.
