Build Identifier: 

In certain cases, TS doesn't automatically start a build when it should (even though 'Build Automatically' is selected).  Sometimes when I check out a new project from SVN, build is not auto-triggered.

See internal defect for referencing model projects.

I'm still able to reproduce this problem with the build for Nov 2nd.
