First when creating a sysml model, you can't select "primitive types" and when the model is created you can't load any ressource for importation of primitive types!

Did you try the following ?

In the ModelExplorer view, right click on your SysML Model, then "Import package from registered library"

You should be able to import the UML Primitive Types.
