Duplicate "HTML File Name" does not have error message, this will cause same name RUIHandlers in different package deploy to same HTML file

Reproducible: Always

Steps to Reproduce:
1. Create Web Client Project, and two packages
2. Create same name RUIHandlers in the two packages
3. Open DD file by DD editor, switch to "Rich UI Deployment" tab.
4. The "HTML File Name" shows the same but no error message
5. Deploy the project to web project, only create one HTML file for the two RUIHandlers

The HTML File Name column let user specify a different HTML name for handlers with same names. RBD also works this way. 

I think a warning of dup HTML names would be something good to have. Set this to future release.

I think this is another good opportunity for a warning message to appear in the Problems view.
