Build Identifier: 20110918 nightly build

Can not open RUIHandler from "Rich UI Deployment" tab of DD editor, this problem occurred when handler haven't opened yet. 

Reproducible: Always

Steps to Reproduce:
1. Create Web Client Project and some RUIHandlers
2. Open DD file by DD editor, switch to "Rich UI Deployment" tab
3. Select one RUIHandler and make sure this RUIHandler is not opened.
4. Click "Open" Button, the RUIHandler does not open

I found and fixed this while working on extensive changes to deployment. All
that I changed was the VE's id in RUIFormPage.java
