I changed all hotkeys for Toggle Comment to <ctrl+/> and it doesn't work. It even doesn't show my new hotkeys in any editors.

I can't use <Shift+Ctrl+any key> that given by default, because I use <Ctrl+Shift> to switch keyboard layout, that's why I changed it.

So now I can't use hotkeys for Toggle Comment and also see Bug 358010

Reproducible: Always

Steps to Reproduce:
1. Change hotkeys for Toggle Comment to Ctrl+/
2. Try to use it
3. Nothing happens and even doesn't show my hotkeys for menu item Source -> Toggle Comment

Can you change the keybindings to other actions?

Yes, I can and it works, but with Toggle Comment happens something wrong.

Also, I noticed later when I remove native 'Binding' it removes its the 'When' line (which is Edit [PHP|Java|CSS|..] source and so on) and when I press keys for 'Binding' something another gets assigned to 'When'. Probably that's why new hotkeys doesn't work.

MAC Yosemite + latest PDT -> works OK.
