VE can not show widget even by default RuiHandler created by wizard. Error message: document.write("Could not open /test/client/t.html");

Reproducible: Always

Steps to Reproduce:
1. Create new Web Client project
2. Create new RuiHandler in client package.
3. Open RuiHanderl and switch to design view, error message shown but no widgets there.
