If fetching a patch set for a repository that has not been cloned a pre-populated dialog for opening the clone wizard should be displayed.

Looks good. I have been trying out how to write a 'clone from gerrit wizard' and despite my very basic knowledge of Eclipse APIs I managed to get something running. There's potential to share the clone functionality and a protocol selection page with this change. I'll push my preliminary results to Gerrit soon.
