Compacting history can take a while when Eclipse is shutting down and I don't really need the history to be compacted since I have plenty of disc space. So, I would like a preference to disable this and not have to click the cancel button every time I exit to save time.

I believe "Compating history" really means that it is performing the algorithm that gets rid of old files, etc based on the policies you have set. You can turn off trimming local history in your preferences by unchecking "Limit Local History". 

General -> Workspace -> Local History
