While fixing bug 349783, I've noticed that most of the Plugin/Package dependencies of o.e.libra.framework.* plugins do not specify a version range. This way the OSGi Framework Launchers feature can be installed on an Eclipse release that is too old to be able to run this feature, and may result later in runtime exception. 

These dependencies should specify at least a minimum version.

It would be best if this can be fixed for Juno M2.

Was this fixed with the recent changes in Git?

I am moving it to M3, but if it was fixed, then please close the bug and move it back to M2.
