I find my self many times right clicking on a project and Refresh.

'Package Explorer' is a view from JDT.

Could you not hit F5 instead? Seems faster than using the mouse.

In some cases yes. I have a project that uses ant to generate some code by double clicking the ant target in the ant eclipse viewer. Next I have to refresh the package explorer. To me it seems faster to double click the ant target and then click refresh. And don't like switch between the mouse and keyboard. 99% of the time I only use the keyboard with emacs key bindings and I have F5 for something else.

For your actual problem, there's a much better solution:
Open "Run > External Tools > External Tools Configurations...", and then select the affected Ant Build launch configuration. Go to the "Refresh" tab and select what you want to refresh after each build.

I see too many problems with a refresh button in the Package Explorer view toolbar. Normally, toolbar buttons affect the whole view or operate on the view's input, but you want it to refresh only the selection (or the enclosing project, or ... you see what I mean). In other Eclipse views, the refresh button also affects the whole view.
