I'm sorry about the lack of comments on this. I'm doing some spring cleaning, and since this has been open and undealt with for so long, I'm going to close it as wontfix. 

Please reopen if anyone has new arguments / information / a patch.

This should be fixed now, so French keyboard can now be added
