The new download page http://download.eclipse.org/eclipse/downloads/ no longer has links to the p2 repos http://wiki.eclipse.org/Eclipse_Project_Update_Sites like the one had.

Andrew, I updated createIndex4.php to reflect this change.  I understand that this is run to generate a new index.html each build, is that correct?
