Most of Equinox test projects depend on test.harness and test.performance. 
In order to ease the set up of the test environment most test projects bring with them a target definition that downloads all required dependencies.

However since test.harness and test.performance can't be found in a p2 repo the target definitions can't contain them and you should always check them out in this current workspace in order to have your tests compiling and running.

Is it possible to include the test infrastructure(harness, performance) in a p2 repo so that every test project can reference that and ease further the test environment setup?

The org.eclipse.core.tests.harness and test.performance bundles are included in our regular build repositories.
