org.eclipse.team.internal.ccvs.ui.repo.PasteConnectionStringAction uses com.ibm.icu.util.StringTokenizer which is not part of icu.base and hence /org.eclipse.team.cvs.ui/META-INF/MANIFEST.MF should not use Import-Package but rather require-bundle com.ibm.icu.

Fixed in MANIFEST.MF rev. 1.25.
Available in builds >= N20110831-2000.
