Build Identifier: birt-viewer 3.7

In version 2.2.0 of the birt viewer works correctly when you put right in the path of the uri parameter, now in version 3.7 error occurs when you display the logo in the quick view PDF option is the message "The resource of this report is not item reachable. "

Reproducible: Always

Steps to Reproduce:
1.Na the birt viewer version 2.2.0 works correctly when you put right in the path of the uri parameter, now in version 3.7 error occurs when you display the logo in the quick view PDF option is the message "The resource of this report item is not reachable. "
 2. To test just create a report in version 3.7 to insert an image, and inform the uri click quick view to see that the image will not display the above error occurs.

When use the local path ,user shoude choose the secode the choice.But if the image is the in the remote(like internet),one should choose the URI.please see the attachments while to set the path.So one should approved the URI/path to be reachble.Any way ,if the resoucre should not reachable,than the message show.So I don't think this is a bug. If the user just wants to use the URL as the first choice ,then use add "file:/" in the previous position of the path ,as example"file:/C:\ProgramData\Tencent\QQPCMgr\SoftMgr\logo\NAV.png",likethis .See( URL.png in attachments).
