MarkOccurrenceActionContributor does not implement
IPreferenceStoreInitializer and is neither direct nor indirect bound as IPreferenceStoreInitializer in the default ui module. this makes the 
initialize(IPreferenceStoreAccess) method never been called unless you
manually add a (dummy) binding
