* Optional dependencies are no longer added to the implicit build target
* Maven artifact ids need to match plug-in and feature ids

I have renamed Maven artifact ids accordingly and removed optional dependencies or added extra class path entries were approriate.

Unfortunately, there is one conflict that will require changing of either a plug-in or feature id. This is tracked on bug 356009.
