To test a simple solution that provides this functionality we worked for a while with a hack that uses qxsettings[ "qx.enableApplicationLayout" ] = false; in the debug-settings.js. This enables scrolling if a shell exceeds the display client area. In our case this worked pretty good, but we had admittedly only a small subset of the RWT widgets in use. As supposed by RĂ¼diger maybe we could give it a try and make this switch configurable by a css property of display and see how far this does the trick?
