Build Identifier: development build

No server sub package after creating a "web client with service" project

Reproducible: Always

Steps to Reproduce:
1.Create a new EGL project, input a base package "aa.bbb.ccc";
2.select "web client with service" project" as the template
3.click finish
4.no server sub package : "aa.bbb.ccc.server"
but client & common sub-packages are created successfully
