Update EDT Download page (http://www.eclipse.org/edt/download/) for 0.7 GA. Goal is to make it obvious/easy for new users to find and install the EDT IDE. 

Tasks:

0) show high-leveel system requirement, leave details for requirements page
1) have link to pre-reqs / system requirements
2) provide step-by-step instructions
3) put primary focus on 0.7 download and less focus on nightly builds

Notes:
* Leave "advanced" (overly detailed) stuff to the wiki (and just link)

changed from a critical defect to a Priority 1 enhancement, as this is not a code defect.

Include system req/supported platforms
Add step by steps
Add M3 link, remove M1 and M2 links
