Command+1 always brings up an empty window that says "no suggestions". I would expect it to come up and present the quick fix options (like auto-add the non-nls comments, for instance). 

Also this pop up is not in focus so you have to click on it and then away to make it disappear. (I would expect hitting esc would be enough... I don't like switching back and forth between keyboard and mouse)

Hi DJ, do you have the 'Git Staging' view open in any perspective? I suspect this is a duplicate of bug 355118. Closing them in all perspectives should fix this problem.

And you can open future 4.x SDK bugs against Platform/UI instead of e4/UI.
