The system bundle is missing the osgi.identity capability because of the osgi.ee capabilities that get added to it from the State when applying the profiles properties for the osgi.ee for the Java profile.

I also fixed up some issues with using the osgi.ee when multiple platform properties are used.  This is necessary to better support PDE scenarios where you have multiple Java profiles you want to include in the resolver State.
