In the file BirtUtility.js is a method addURLParameter with this line:

    paramPart += "?" + paramPart;

This should read

    paramPart = "?" + paramPart;

Otherwise, the paramter would be added twice to the URL if the URL has no query ("some/url" -> "some/urlparam=value?=param=value")
