When installing the latest stable build, the tooling fetches the feature org.eclipse.rap.runtime.sdk from the rt/rap/latest-stable repository.
This feature is no longer available (bug 324783, bug 354707).
As a quick fix, we should provide a possibly invisible repository with this id.
In the long run, I'd suggest to provide a target definition file at a given url and let the 1.5 tooling use this.

I created a patch which is able to download and install a remote target definition. This patch should fixes the problem to configure and install arbitrary number of installable units with a specific version.

In order to allow 1.4 tooling to download the latest stable build, I've setup a compatibility repository at download/rt/rap/latest-stable/runtime that contains the old feature.
