There is a split variable option that comes by Ctrl+1, and then we almost always need to move it up just outside the current block and initialize to null. Can this full thing be implemented as a new option? It will save my two seconds for every split variables I write.

Reproducible: Always

Steps to Reproduce:
1. Split variable and move to outer block.
2. The split variable declaration should be similar as Ctrl+1 and select split variable.
3. The variable should be initialized to null and moved out of the immediate block. If the immediate block is a method body then it should fall back to existing feature of split variable declaration.
