For descriptors without an @XmlRootElement XPathFragments that should be in the default namespace are being configured without a namespace.

Fix Description:
- Now set default namespace regardless if there is an XmlRootElement
- Check the @XmlElementDecls to see if any set the namespace to "", in that case set flag to not use default namespace.
