When switching to Java perspecive, a blank popup comes up.
Condition:
Eclipse 3.2 or Eclipse 3.7
JDK 7

It is not clear to me why you think this is a WindowBuilder issue. I don't see anything in the screen shot that reference WindowBuilder, and it does not appear that you are using the WindowBuilder editor. Please provide more detail and re-open this case.
