The issue is that the history ecore is not properly loaded due to many failing proxies. When the model is split into many ecores in many plugins, it seems that the current code is not able to resolve ecores that are not within the plugin that is containing the history file.

The resolution problem was fixed by adding FileLocator.toFileURL. Thanks to Lasse Bjermeland for reporting the bug and giving a hint on how to fix it.
