Create an Expansion node from the palett is impossible, but  it is autorized to create through the model explorer view. When created, the drag&drop action of the element in the activity diagram is impossilbe.

Reproducible: Always

Steps to Reproduce:
1.In the model explorer, create a new Expansion node
2.Impossilbe to drag & drop the element

Today when you create an ExpansionRegion, you can add elements in it as you want but if you want to create another ExpansionRegion in the same diagram, Papyrus doesn't permit it directly from the palett. So you can add another one from the ModelExplorerView but from here the size of the ExpansionRegion is not editable (see bug 343113).
