If you add a reference (such as junit3.jar) into a utility project, this jar is not a child module, and is not explicitly ignored as a reference from any of the participants. 

Therefore, there is no fallback on what to do with this jar. It is simply ignored. 

Behaviour here is different from export. Export includes the jar. Publish leaves the jar out.

The attached patch puts the missing jar in the proper location.
