Table Column Header can not be always display when the data more than one pages.

Reproducible: Always

Steps to Reproduce:
1.Create a table(A) which placed in another table(B). Add the footer and header for the table(A)
2.Mock up enough data to make sure it will have two page(just make sure only one record in the second page)
3.Export to PDF. You can see the table header is missing for the second page.

you can see the page 11 miss the header column, but page 12 has.

Word doesn't not support header repeating on nested table.

If the page break is generated by BIRT engine, the header repeating works fine. The page break generated by word automatically won't support header repeating on nested table.
