When first calling the ODA profile framework at runtime in a clean workspace, the default connection profile store (persisted in the connectivity plugin state location) might not be automatically initialized.  If it happens to access a default profile instance that is automatically created during initialization of the default persisted profile store, such as the BIRT SampleDb profile, the profile is not found.

Committed fix to trigger the profile framework initialization when loading a profile from the default profile store file.
