PROBLEM DESCRIPTION:
When a text is too long for a label's width, the text is simply cut off at the end, possibly in the middle of a letter. This does not look good and is irritating to the user.

1. A label should att three dots at the end (...), when the text is cut off. This does work for field labels, but not for the fields themselves. See screen shot.
2. When a text is cut off, the label's tool tip should reveal the full text. This does also work only for field labels, but not for the fields themselves.

Scout Project clean up.
Bugs matching one of the following criteria will be removed:
- SWT, Swing and HTML(RAP) bugs which are not mandatory for the next release. The future is the new HTML UI.
