I have a patch to add more javadoc to methods and comments in both classes which makes them easier to work with.

In Elf.java this mainly focuses on the constants and means that they can be used without having to continually reference the standard.
In TypeUtils it mainly consists of turning comments in to javadoc comments.

patch applied locally; as javadoc only, no additional testing performed.  awaiting final merge to eclipse edc git repository by ken ryall.
