Currently it's not possible in TS to create annotations on module JAR annotations.

Reproducible: Always

Steps to Reproduce:
1. Create a TS project 
2. Open tigerstripe.xml file for TS project and add a dependency on a TS module JAR file
3. In your project, expand model project dependencies > Expand entity > select an entity attribute.  There is no way to annotate this attribute.

Now it's possible to create annotations on module JAR attributes from menu and Annotation Property View.
