Currently, GMF Tooling is responsible for building SDK (doc + sources) of GMF Runtime. However, people can use GMF Runtime without GMF Tooling. That's why all the runtime SDK part of GMF Tooling should move to GMF Runtime.

This will be much easier to set up once both projects are built using Tycho.

An example of how this issue affect the project is that since GMF Tooling is not part of Indigo, there is no docueentation of GMF Runtime in Indigo.

Actually, the GMF Runtime does have it's own SDK. 

1.5.0 has a download for GMF Runtime SDK (Runtime, Source, Examples)

The only thing broken is in fact the GMF Runtime documentation left in the GMF Tooling project.
