Combine dojo widget and runtime into a single project. If possible, leverage build approach to avoid duplicating widgets in source control.

Tony - I don't think we should wait until 1.0 for this. I think this work needs to happen out of the gate in 0.7 (as we move to Dojo 1.6). I consider the current "separated" solution confusing for new users and overly complex. I think simplifying this as soon as possible (0.7) is really important.

I created "Bug 353521 - Create combined Dojo projects during the build" for the work to be done during the EDT Build.  Its target is I13.
