Created attachment 199922 [details] Patch with fix. org.eclipse.php.internal.debug.ui.breakpoint.PHPToggleBreakpointsTargetFactory is registered without an enablement expression which causes the PHP plugins to be loaded prematurely. Attached expression should be used.
