The 'Team' submenu is present albeit with no items in 4.x. This doesn't seem to happen in 3.x.

It seems the installation of EGit gets the 'Team' menu showing up in other places (like the 'Problems' view and the 'CVS Repositories' view).

They have a menu contribution like the following in their plugin.xml.

Since we only dig one level deep, we do not realize that the submenus of the 'Team' menu are not going to be visible. If I remove the submenus from the menu constructed by EGit then the 'Team' submenu doesn't show up as expected.
