The current Admin console uses DOJO which is partially unacceptable to the Eclipse legal requirements. The current Admin console also has dependencies on internal APIs including a lot of code in shell bundle.

This bug also covers the raising of CQs for:

- currently at 0.91. First full release due later this summer.

New admin console has been merged in to the Kernel and the old one removed from the apps repo
