Build Identifier: All headless buckminster versions

Calling the headless build command always initiates a full
workspace build, regardless if the workspace has already
been built before. It seems as if there is currently no way 
to initiate an incremental build from the command line. 
Thus, the option to explicitly trigger an incremental build
should be added.
