Many of the SystemTap plugins came from the stapgui project at sourceforge.  There, they were numbered version 1.1.  We currently have the feature at 0.3.0 ... we should make it 1.2 to continue the lineage of the former home.  This will also help downstream consumers like Fedora who have previously shipped version 1.1 and earlier (and thus wouldn't "upgrade" properly to 0.3.0...).

A drastic version change such as this shouldn't be included in a bug-fix-only release (0.8.1).  I've reverted the back-port commits on stable-0.8.
