That particular character is supported by ISO-8859-1. However, even when I use that encoding to write, it gets messed up. And I must mention that when I tried few other characters from UTF-8, they looked alright without fiddling with the encoding. When I use the ISO-8859-1, it turns out alright. But strange because I guess ISO-8859-1 is a subset of windows 1252, which is default in windows. Closing as part of a mass clean up of inactive bugs.
