I'm trying UML Compare and in the case of the association (case of the Bug 351596) : the displayed message is in English, whereas other messages are displayed in French : The message is :"Navigable UML Association has been added".

This particular message comes from the old "diff extension" example (I mentionned the same in bug 351596, comment #2 : this example is not what should be used for UML comparison).

However, we do have some labels that are not translated in french yet; but that's a more general bug :).

All of our strings are externalized for translation through the babel project. This particular bug was referring to a String that is not part of EMF Compare itself, but one of its examples.
