Build Identifier: Babel 0.8.1 for helios (3.6.0.v20101211043401)

I find xml files in template directory in org.eclipse.wst.xml.xpath.ui_1.1.1.v201007022358.jar

But I can not properties files corresponding to these xml files.
I hope texts would be i18ned from xml files to properties files.

I find same issue in templates/file_templates.xml of org.eclipse.wst.xsl.ui_1.1.1.v201009091745.

The xml file has not also properties files corresponding to itself.
