it seems that the bug-fix (within Bug 330699) only work for the deprecated Actions and Actionsets (used by the eclipse ide developers).

the toolbar drop downs do not appear, if you're use the menuContribution (see
sample application)

Reproducible: Always

Steps to Reproduce:
1. start the attached sample application via 3.7 (the Toolbar drop downs appear)
2. start the attached sample application via 4.1 (the Toolbar drop downs do not appear)

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
